Is WIFI a must with the DS?

They offer completely different services. One is aimed to be an online gaming community, one is simply there to put people against others in an online multiplayer game.

So no. It's not up to par with Xbox Live. Some would say the Friend Code system is better than Xbox Live, and vice versa. It depends what you're looking for. From the trends in the west world, I'd say a lot of people would prefer Xbox Live.

For the DS, no, not in my opinion. I rarely go online with my DS because I'm kind of a "lone wolf" gamer. It hasn't hampered my experience.

Wi-fi is a nice bonus with handheld consoles and adds a new dimension to multiplayer gaming, its not as popular as xbox live and i also think it isn't neccesary for it to be a good console as it would be just as good without it.
